In an op-ed published Monday in the Daily News, DiNapoli and the president and CEO of the Business Council of New York State Heather Briccetti Mulligan, co-wrote that losses to New York’s population — more than 533,000 residents between July 2020 and 2023 — are directly affecting the tax base, with the number of personal income tax filers decreasing.
